"Social mobility" is something you can track and keep someone accountable for. "Opportunity for all," not so much.
The article title is somewhat sensationalist. It seems that Corbyn wishes to replace David Cameron’s ‘social mobility commission’ with a ‘social justice commission’.The distinction, I believe (I’m a filthy convict from the colonies so I don’t know about the motherland), is that:
the social mobility commission sought to identify exceptionally talented from disadvantaged backgrounds, and provide the means to uplift them and their families, probably through selective scholarships or other financial assistance for private schooling,
this proposed social justice commission would supposedly aim to improve outcomes broadly across society, eg if having a lower student-teacher ratio (so more teachers, meaning smaller classrooms and more personalised education) is found to improve education outcomes, then that could be a recommendation of the commission
