The performance of connection is vastly player and server mixed. One thing I noticed when playing is that whenever I am playing I run into lag from the newer skin downloading method. Whenever someone joins, a skin is downloaded that they own, if it is not already downloaded. This can cause a number of issues on players who are playing with a very bad ISP or have a bad connection, but still can play. I run on a 16 mb per second connection, and whenever I am pvping, someone joins. This normally results in my death and I rage quit.
I suggest reworking the skins in the game into their own file. Whenever someone joins, send a code to the persons system to load the skin , instead of downloading it. It will help performance all around. When the skins are downloaded they need to be loaded anyways, so why not speed up the process with a 2~ gigabyte file
