Rust Workshop content downloading while playing Rust

How can I disable Rust Workshop Content downloading when I am in Rust. I try pressing "Pause" button but it doesn't work. I went to Properties > Updates > Background Downloads - Never allow background downloads that also doesn't work. If someone know the solution to this problem or why is this happening pleas respond.
