The lead guys working on OpenRA have said that they want to use Tiberian Sun as the test bed for the 2.5d isometric games, once they release TS in a stable state, then they can work on RA2 from the more stable base to ensure it's high quality.

That hasn't stopped a few of the OpenRA volunteer devs working on their own RA2 mod for the engine.

Beyond being updated to the new mod format from more recent playtests and releases. The RA2 mod hasn't been updated in maybe a year, now.
