Will there be a program that ships with S&box that will help aid the process of converting gMod13 addons to the S&box format? Something maybe like .gma to .<fileformatofS&box>, or maybe something that reverts .mdl and .vtf files (if possible) to the original format.
I'm not a s&box dev, but I can most definitely say no. You will not be able to convert whole addons to S&box, and there are two main reasons for this: S&box is not intended to be the 'next GMod', it's a separate thing and they clearly want to break away from the legacy. It's been stated fairly clearly a few times by them. Adding legacy support for GMod is definitely not a priority here, and it's a good thing. S&box is currently intended to run on UE4, which is vastly, vastly different from Source. You won't be able to convert lua code with any kind of automated tool. It is simply infeasible due to the vast architectural changes. Now, there is a little caveat - and that is content. The devs have showed how easy and relatively painless it is to import content into S&box - you just write a converter, and poof, it works in-game. They've imported GoldSrc, Source and even GTA:SA assets into the game, so I don't see any reason why you won't be able to convert Source .vtf, .mdl and other files into S&box native formats. You might not even need to convert them explicitly. tl;dr you should be able to use your Source content in S&box.
I am pretty sure you can already do most of that stuff, and it's too soon to ask questions like this. My guess is you can just go ahead and use .obj for all the models since it's in UE4 and we can already easily convert .mdl to .obj Also .gma is more like a folder and not a single file type, it contains the lua code, the models and all of that, I'm pretty sure most gmod functions and hooks would never be S&box and C# friendly given the way it works. Not like we would lose a lot since we want S&box to be different from Gmod, no doubt people will port models and props but I swear if I see a single DarkRP server pop up when the servers are available I will shoot my head

No. They have said source maps will be able to be opened but addons will have to be rewritten.
