Facepunch Amsterdam Server DDoS'd, or Stress-testing boots ?

Amsterdam Facepunch server is currently booting lots of people
every 5 to 15 minutes, and though this stops occasionally
for a couple of hours, it has been doing so for the past 2 days (when I started playing Rust).
I've been told this could be caused by stress testing, in which case,
my bad for reporting it, but some say it might be caused by DDoS attacks.
So figured I'd just report it.
