Manchester Hapis 1 has been down for 8-9 days since it suddendly crashed, what happened.

The Manchester servers were attacked forcing the devs to take the servers offline.
They put the servers back online a few days ago on different IPs, either search for Manchester on official server list or put the following in your console;
client.connect 31.216.52.43:28015
