Just a simple question, is it "legal" to raid a house using stairs to climb up and blow up only the walls u want?
If not, should it be reported somewhere?

Of course it's "legal". Raiding is part of the game, that's just called having a plan and being prepared.
Problem is it just makes no sense: building things takes time, u dont carry a building and place it wherever u want. I also heard in a few servers that it isnt legal so I wanted to check it out.
I think that's quite a strategy to build a tower next to a settlement and jump in, just gotta make sure there is a way out otherwise you die there. Or you build back a tower with their stuff or your stuff and get out again.
