Im not 100% sure on what causes this but it seems to happen when I alt tab or play for about 5 minutes. At which point my game performance drops. I've even tried running the game on the lowest settings and the issue still occurs. I've tried increasing my fan speeds on my gpu but it doesn't seem to be a heat issue. Another interesting effect is that after I lose performance and I close the game, any other game that I play has reduced performance. The only thing that fixes it is restarting my computer.

I get the same thing, It is cause by your GPU deciding that it doesn't want to clock up to 3D speeds after you have alt tabbed from the game. Your card will just sit in 2D speeds when you open any game after this happens.
I'm pretty sure its a nvidia driver issue, because I've had this before on rare occasions from other games but it happens very often when alt tabbing rust.
The only way I know of to fix this other than restarting is to disable and re-enable your GPU in device manager.

Makes sense, I seem to have found a work around just now. Forcing Vsync through Nvidia Control panel seems to make this bug stop.
I have this same issue when ever i overclock my GPU. It works fine for 10-20 minutes and then it just get's laggy. I have tested this with furmark, i overclocked my GPU and opened furmar and my fps was 95. After playing rust and getting the performace drop, furmark only runs in 40 fps.
