The brazilian community servers are all shit.

I played vanilla rust on brazilian community servers that were stable, without admin abuse and with a good community for several wipes. What else do you want?
FP tried to run official servers in Brazil and they were pretty much permanently DDOSed and there was nothing that the Brazilian server hosting companies could do because Brazil's Internet infrastructure is weaker than it needs to be to withstand that kind of abuse.
FP doesn't have official servers in Brazil because when they had them they were an unusable waste of money because someone decided to DDOS them.

That's weird though, because a lot of community servers now have DDOS protection (?). Maybe the price to maintain wasn't worth it for the amount of people playing on them?
