It is now, but they used to have more. I agree the "roof" itself needs a buff. Aside from it costing a little cheaper to upgrade I feel like it should be quite a bit harder to get through since it means I'm capping my base. That being said, they shouldn't buff it until you literally can't build ontop of a roof and they make it so the roof HAS to be the top of the base.
