Disable OSCAR Editor and see if that fixes the issue; macroing is something EAC doesn't like. However, that probably isn't it. It's more likely something in Windows. Open a command prompt with admin permissions, and run the following command:
bcdedit /set testsigning off
Reboot and try Rust again.
VAC did a similar update recently and has a great guide on resolving issues: https://support.steampowered.com/kb_article.php?ref=2117-ILZV-2837 Does this help?
