Do you think I can run rust at decent frames with this computer?

Tell him this: He is running an entry-level APU which is far too weak for most any gaming, he is running at an extremely low clock speed, and he doesn't have enough memory. Also tell him to go out and invest about $500 into building a desktop.

If he is on a short budget, tell him to go AMD, not Intel. You won't be doing anything super fancy, but it will save you $200 or more, potentially.

He is running a Socket FM1 if he is running an E-450, thee A10-6800K is Socket FM2, incompatible.
