Only some servers showing - Can't connect to some servers. Help!

I have been searching and searching for the past 3 days and decided i would make my own forum post. About 3 days ago, I was playing Rust with my group of friends on a server we were all enjoying, and then the server was shut down due to a DDoS attack, and was not back up for a couple hours. The exact moment i got disconnected is when this issue started. I can surf the web just fine, but a majority of the servers i used to see and connect to are no longer there. At first i thought this was a game issue so i just reinstalled it and waited overnight, etc. To my dismay, it was not just a game issue. In the morning, still facing the issue, I decided to open the command prompt as an admin and type in "ping 66.150.121.85" (The server i am really wanting to connect to) and it sends 4 packets, and loses all for. 100% Loss. Now, it does this with many servers, but this is the one i really want to get on, and is hosted on the port 28055. I'm not sure if i have given you the information you need or not, if not please just respond asking what you need. Basically, the issue is that i can surf the web and everything just fine, I just can't connect to a lot of online servers on games such as Rust, ARK, Minecraft, etc. Games that have servers hosted by people and not the actual developers themself, if that makes sense?

Things I have tried (To no avail)
-Restart Rust
-Restart Router
-Restart PC
-Factory Reset Router
-Uninstall Rust/Steam
-Run as administrator (Steam, Rust, etc.)
-Turned off firewall
-Turned off router's firewall
-Openned ports on router (28015, the default rust port, and 28055, the server i want to play on)
-Probably more i can't remember, it has been a long 3 days.
-And a combination of all of the above.

Sorry if i missed something or didn't phrase things proper, Also, AT&T UVerse is my ISP. Any help or suggestions would be absolutely divine. Thank you all so much, not being able to play games while being a no-life teenage gamer is a sad thing. Also, I compared with my friend, i am not able to connect or view 8 official servers, around 300 community, and 400 modded.

The same exact thing happened to me it is so anooying because wipe happened and me and my friend cant jooin a server because only eu servers load for me and im u.s i need help anyone

That is weird, that is exactly what is happening to me as well, I get a few US Servers but i have a TON more EU/RU/AUS servers. A few Korean ones i think as well. EVE or something.

Mind me asking where abouts in the US you live? And if you have UVerse as well? Maybe it is an issue with the ISP.
