I was online on the Non-PVP server until I logged out temporarily. Does it not kick you from the world if it goes down?

I have a direct shortcut that bypasses the server list to log me in. The servers are down as it says. Not just the login server.

no it doesn't, you just can't click on anything, change weapons, or see anything move. but you can still run around the map until you realize the server is down, and then log off.
