You kinda find your group naturally , at least i did. Now i have about 4-5 neighbors and im allied with everyone. (Protecting from raids , sharing stuff n' Shit)
Just be friendly in this game , talk with random people you find (Best using voice chat) And There you go.
Worked for me 90% of the times as most guys are buying keys now and are n00bs atm.
