So I'm getting really low fps between 30-35 which is quite low for enjoyable gaming. Is it rust or is my pc just bad? Tell me what you think

CPU: AMD Phenom II b25 quad 2.7 Ghz
RAM: 16GB 1600Mhz

the game is not particularly optimised, 30-35 is good at the moment without a beast of a computer.
God! u have luck! i got 17-20 in a populated server (100+) with a GTX960 SSC my GPU usage never go high than 40% (ultra settings or lowest settings no matter) i really hate this. i can play any game with 60+fps all ultra settings 1080p and my GPU usage in other games is normal 80-100%
It is Rust. It will get better though - but it will take at least several months before they fix Rust.

Rust isn't broken. It's just not optimized. Over the past couple of weeks, a lot of new content has been added, including the new procedural mapping system that was launched 2 weeks ago. That in itself was a huge hit for performance because it still hasn't been optimized. That alone made me drop from 45-60 fps down to about 20. Now I seem to be hovering around 30. Not terrible, but not great either.
Be patient. It will get optimized eventually.

Note I did not use the words "broken" but clearly there are a lot of problems with the current build, and yes they need to fix these issues. The current optimization level, and performance, is not acceptable. The game runs way, way worse than legacy unless you have a good gaming PC (ram and graphics card) - which not everyone has. Mid-range systems have FPS issues.
Facepunch knows this. We know this. But there is no reason to deny it or argue any time anyone mentions that performance is bad right now. When the very common poster F. kept denying that there were any issues with combat (such as the FPS decrease that FP recently tried to fix), that is not helpful to the development of the game. It contributes to a bad forum environment. Another example is when a player asked FP to put more time into performance versus new features, and that poster gets ridiculed and voted dumb by the same people who always do that on these forums.
The game has some serious performance issues right now. And yes, some people have good machines and/or don't care about FPS or performance so much. The issues are still there.

People keep telling me to move on from Legacy and play Reboot but how can you have fun with playing on a single colored terrain, blurry everything at max 35fps? where is the fun in that, and ofc for some people including me upgrading is not an uption
I agree with you. Legacy on low settings actually looks better for me than new Rust on low settings, and FPS is much higher. Plus balance, gearing up and quick building is much better on legacy currently imo. New Rust has nicer graphics (which we can run) and interesting building. And endless running at a much slower speed than legacy. :(
Do you know how to turn off shadows in new Rust: F1 then "graphics.shadowdistance 0" ? That seems to help me. Plus if you run it in a lower screen resolution you might get better FPS.

Thanks for the shadow tip, about 2-3 fps increase (everything matters) and i don't want to lower my res, just no.
For me performance bounces between good and abysmal depending on the update, or the position of the stars or something, very random. With this latest one, at first, I managed almost 60 fps, but last night on the same server it was dipping to 2 at one point, reconnecting helped a bit. Hell, I'd be quite happy with a consistent 30 fps.
Make sure you kill off as many unneeded processes as you can to free up ram.

Well I'm not a newbie so I did everything I could, and I must say, killing other processes did give me about 2 more fps.
I hate to bump this thread, but I just discovered when playing today that I'm capped at 20 fps no matter what my settings are, as I toggled every single one and it never changed. I think there may be something going on.
