I restarted steam, and reinstalled the game (NOTICING it's 900MB now, and not 400MB)

Yepp it doesnt work for me aswell. Even after Server and Client restart.
The steam authentication servers are down, you wont be able to join the servers until its back up

Not sure, but from reading around it is possibly fixed.. but all the rust servers need to be rebooted
well now I can't even load any servers at all.
It doesn't refresh either great
