I don't know, my computer is average but only my friends with top-price-computers are able to play it with FPS above 15 (what a f*** ??)
Whatever I do - doesn't work at all, though other games could work without a trouble (Even bf4 !??? is this possible ???)

Game looks great, but requirements ain't justified.
( For ex = the Forest got low FPS though IT HAD THE SAME graphics ... )

Is Rust using your Intel HD Graphics instead of your 670MX? You can check in the menus. If so, that'll make the performance terrible.
The game isn't finished, and that means it'll have optimization issues. Comparing it to a finished, polished game like Battlefield 4 is silly. BF4 ran like crashy ass in beta but EA's worked on fixing it up in the years since launch. Rust hasn't even hit 1.0 yet.
