[Bug] Server List Refresh Broken/Steam Session Player List Blank

Yeah as described, not 100% if this is a rust issue or steam issue completely, but yeah.
The button to refresh server lists seems to be completely broken, and has no effect. Also the ability to order servers in terms of name, ping or player number is broken.
Also usually by pressing Shift + Tab and then clicking the view players steam interface button, one could view the steam ID's of everyone playing recently with you, or playing in your current session. This no longer works, now the recently tab is not updating, and the session tab claims you are playing with no one, despite the fact you joined a server with multiple other people on it. This is quite a problem for server admins looking to administrate the server they run, as they cant get correct ID's and therefore cant kick or ban.
While I am mentioning kick and ban problems, its also come to my attention that certain characters do not show up in the in-game chat from Steam ID's. For example earlier today I had someone named "<XxX> Name here" who showed up in chat as "XxX Name here", this is quite misleading as the console command kick "XxX Name here" will not work which requires the admin to use the players in current session interface from steam for accurate names.
Both of these issues happened immediately after the Bolt Action Rifle update, just to be clear, and worked perfectly just before it.
I can second the issue with refreshing the servers at least. Furthermore, I only seem to be able to view 9 servers (I compared this to a friend who is able to see a lot more of them).
Neither restarting steam/my computer/router helped it in any way. Flushing the DNS didn't, either. I even tried reinstalling both steam and Rust itself and so far there are no changes.
My best guess would be that since you're not able to really refresh the server list, you're stuck with the list you had when you first logged as of right now.
The number of servers you can see relates to the version of the game you are running. One of my friends closed while I was playing and got the latest update, upon logging in he could only see the 3 or so servers that had admins quick enough to run a steam update on the server itself.
He also noted the server I ran did not show up on his list, once I run the update, (and due to no freshing a close and restart) my server showed up on his still quite small list.
Refresh server button didn't work for me.
And sort buttons(by hostname/ping/online players) didn't work anymore.
