Im having this problem aswell I started up rust and it crashed my internet and i though nothing of it but then i started it again, and yet again it crashed my internet and it seemed to happen everytime then i went onto rust and it had this message. Atleast i know im not alone with this one but its literaly game braking I cant play rust at all not even joining through steam.

Re-install your Rust, it should work. I had this problem and re-installed and it worked for me. I run my rust normally (not with DX9).
