Rust load times extremely slow (startup, joining server) help please.

As the title says, my load times are EXTREMELY slow. I'm talking like 7-10 mins for the start up "smiley" face thing to change to the rust start screen, then another 5 or so minutes to actually get into the server. However, when I do play, it runs very smooth. It does freeze for about 3-4 minutes whenever I start the game up and I am playing. This happens one time for every time i start the game up. Help with any of it??

Video Card: NVIDiA GTX 680 2gb
