With the onslaught of new private servers, I think it would be wise to have a place where they can post their rules and people leave feedback without having 100 threads. Would the clans/groups be interested in a space for them to have their rules/expectations of their servers?

Yeah problem with threads is that they get buried. Especially useful ones like that. What I've done is opened a category and a page where people hosting servers can post their information and their rules regarding servers. You write your info [URL="http://indiecomm.net/rustgame/"]here[/URL] and people will be able to see it on the Server page.
