I havnt played on a rust offical server since 2 months ago and I try to join now and it says Facepunch_kick_ban... I havnt done anything bad and I havnt hacked at all so I honestly dont know why this is happening. Please fix this thanks.

He probably cheated (he did not deny this) on an official server by accident or another server with cheatpunch enabled.

I'm somewhat sure that Cheatpunch is always running and watching. It only interferes with the player if they attempt to join a Cheatpunch-secured server.

Like VAC-protected servers vs. unprotected servers, [I]except[/I] that VAC does not bother to monitor you on unprotected servers. Cheatpunch is inside the Rust client itself, because Facepunch Studios made both pieces of software.
