My rust configuration wolnt pop up!!!!! (Please Help)

I got rust a month ago and I hate configuration menus so I checked the option to disable it. Is there anyway to make it force pop-up I have re downloaded rust and it didn't work I tried many different properties! [B]SOMEONE PLEASE HELP[/B]
