I disabled sleepers on my server and its still active how do i fix?
Better question, why do you want to disable sleepers?

Because it's too easy to kill someone who have a life and cannot be ingame every day ? :)
Maybe your server needs to restart ?
According to random in-game chat from one of the official no sleeper servers, it's broken. The ability to turn it off and on at will is bugged out or something. Apparently all the no sleeper servers are actually sleeping at the moment...
I operate [PVE] Care Bear [PVE] server and Sleeper is stuck on, I turned if off 10 times and nothing happens...
