this is whats happening on my screen 24/7. all of my graphics are lowest settings and i set rusts' priority from normal to high. anyone have and suggestions as to what i should do?
Most likely because you messed with the launch settings, go make sure you set it so it's blank.

Update your video card drivers.
I think you might be seeing the 5th dimension..
P.S As the previous comment said, update your GPU drivers, that will surely help.
Make sure you have DirectX installed.
Wow, that's crazy lookin. I gotta be IT here and say, "Shut down your machine, wait 30 sec and restart." Prolly won't help but that's all I got.

well i woudl say turn your anti aliasing to 2x but they took that out.. it looks like a bug i had while using launch parameters, but AAx2 fixed.
OP has -force-feature-level-9-3 as one of their launch parameters.
Erase it to get your sky back to normal.
A lot of people have been having that problem, maybe they will fix it in the big upcoming update, maybe they won't we'll have to see
