I've been playing on a few different servers where people were able to sprint past me. Not by much, but just barely. Just enough to either hatchet me from behind while I'm running away, or in several cases actually sprint past me while I was sprinting. It's happened on a few different servers and terrain doesn't seem to matter (I know terrain affects movement speed, but if we're both running up a hill, he's still faster than me).
Note that this is NOT rubber banding. It's possible it's lag on my end, but my ping times are reasonable and I have a decent mid-grade machine.
Is encumbrance in play? Something else?

Yeah man its a significant problem right now that's due to the amount of shit thats happening client-side. It allows people who are chasing you with a hammer to all of a sudden catch up and kill you. It's because when you're running side by side, his client will see you as stopping for a brief second, then it sees you start running again, its as if you're taking short breaks every 5 seconds which allows him to be the only one moving at a constant speed. But luckily for you the same things happens on your screen. So you just have to get lucky atm

Keep in mind that someone following you as you run uphill is going to slow down after you. That few seconds where you are running up slope and he is not could be enough to close distance. Perhaps your pursuer runs in more of a straight line than you do, allowing him to catch up to you.

I thought about this, and in some cases I am dodging bullets so there's some weave involved. But that's not always the case. And as for the hill, you're 100% correct -- but then I'd also speed up first as I crested the top, and that difference would disappear.
So if it's a client-side problem, then it's impacting everyone else as well. More hurry up and wait.
