Hey I'm yet another person in the crowd who can't use voice, I've tried searching and none of the solutions I've found have worked.
I have the proper microphone selected and set as default in the windows recording devices window, and When I press F1, I don't see my device listed as detected.
When I hold the push to talk key, the mic icon shows up, and it gets brighter when I talk louder, but nobody else can hear me.

Have you tried the Steam microphone setting?
Well I had this problem also but I managed to fix it... this is what I did: go Control Panel --> Hardware and Sound --> Sound --> Recording --> Configure --> Set up microfone and there you go! BTW I have win 7 and it worked nice for me!
