If anyone else out there having problems with Steam or Rust Launcher giving an Error 23...
This worked for me:
[CODE]-Uninstall EAC and Rust.
-Create a new Steam Games Library Folder --> on an NTFS(!) partition on the local drive.
-Download Rust via Steam to the *new* Steam Games Library Folder
-Verify the Rust download.
-Install EAC
-Launch Rust via Steam.
-If that doesn't work double check the permissions of the "(Steam Games Library Folder)\steamapps\common\Rust" folder and files.[/CODE]
