It was probably decayed to the point it would only take 1 C4.
If you are 100% positive the wall/door was at full health, I would like to know where that C4 was placed.
It's one to seven charge for metal door and wood wall. I think it's seven, not sure.

Not at all, it is two charges for a wood wall and metal door. The only thing that would make it less is if it has decayed or an admin with the remove tool activated placed a charge.
You were probably playing on a Magma enabled server. That is a known bug in Magma v1.0.2

Maybe Canadian C4.

One for a wood wall if placed in the exact center.

Weak side/strong side and the placement of C4 has been patched. It is now 2 C4 no matter what side you put it on unless like I said it has decayed then it will only take one. Not only have I tested this myself but many videos have been posted showing that it is no longer one C4 no matter where you place it.
Next magma patch will fix this.
