Probably not, no.
Garry was considering an idea where blueprints in-game can be traded on the community marketplace, but that was an idea, not a sure thing.
There will probably be a workshop once Garry is 100% done with rust and allows modding, but since that point is a long way off I wouldn't expect any news till at least the end of next year
