Is there a mod that lets you set custom loot spawns?

Not custom loot tables I already have that, I want to be able to set up pre-fab'd cities with the doors unlocked for a hunger games themed game where crafting is disabled and all guns and weapons are found by looting cities, which is why I'm wondering if custom loot spawns are a mod. Preferably for oxide but if it's for something else I'd like to know that as well.
