He told me he has been experiencing alot of lag issues, but he can run BF4 and other games perfectly but when it comes to Rust he gets about 20 FPS. Which is very unplayable in his eyes.

that cpu would be the bottleneck if im not mistaken
MAYBE would need more ram, but id say not
it could also be a slow read/write rate on harddrive.
first thing id try, however, is the console command "grass.on false" - fixes fps issues for many people
the latest patch also lovered fps drasticly for a lot of players, use the console command mentioned over and hope for an inprovment on fps side again for the next update ;) (theres been a lot of players mentioning low fps after they updated)
ifr0st, tell your friend he/she should turn grass off and potentially look at if forceing the game to run in a difference feature mode might help, Alienware and a few other machines have a terrible habit of confusing games, and making them believe they need to use opengl cause of the intel gpu from the i3/i5/i7's and can reduce lag alot.
