The server owner will need to delete the folder named as your Steam UID from the 'Persistance' folder. You will lose BPs learned but get back the ability to craft.

The Persistence folder holds all of the player data, you will find a UID folder for each person that has joined your server. Delete the UID folder of a particular user you lose their BP data (and likely inventory etc)
Its been confirmed for those that have the issue of no item crafting menu (attire, tools etc) deleting the UID folder of the affected will fix it. I had the issue, and i fixed it by deleting my folder in persistence.
On the other hand if you are admin and want to wipe the server clean BPs and all, delete the entire folder. It wont cause the server to explode or stop working if that's what you are thinking....
