Germany 2 [Dev] server, what does that Dev mean exactly?

I'm guessing it's about "development" / "developers", but I can't be sure what it means, and what exactly is the difference between this one and Germany 1.

Sorry if this has been mentioned, but I couldn't find any information on the matter.
