I am using tunneling service from my internet provider, some games doesn't let you play through that. Would I be able to play Rust with that?

I wouldn't recommend testing it, but on the other hand, I doubt it will get you banned.

IF you buy it yes you will receive a key which you put into steam and that allows you to play. Doesn't matter though cuz they aren't selling them, currently.
It's not currently possible to purchase a key for the game. You will have to wait for it to be released on steam.
