If you are trying to get this person noticed by CheatPunch or VAC faster, you are wasting your time as they do not function by reports. If you are playing a community or modded server it might do more good to inform a admin. Rust isn't an MMORPG where you make threads on the forums to report people.

Contact the server admin to get him banned from that server. VAC bans always go out in waves, so he will be banned later on.

Perhaps your ping was something around 300 and the lag made it possible to finish you behind the wall.
