Likely his reasoning is that before they reach 200 hours they would have been banned, which is a REAL hit or miss deal.

A bunch of hackers have bought new accounts, right? Whats to stop them leaving the game on in the menu for 200 hours or find a way to accelerate their game time.
+1 good idea..i will play again if there will be some servers what need 200+h, i played 260hour..but i take a break while cheaters in game.
