Hello, I'm starting a server and would like it to stay on the server side of the "Community", today I saw some server that area possessed simple modifications such as a system that informed who went in and out of the server. Can I install this mod and keep the server in the community area, I take and I wonder what I can install on the server and I can not install to differentiate a server Modded and the Community.
As soon as you've got installed any modification (not even the plugins itself), the server will show up as modded.
You cannot modify the server install at all and stay in the community tab.
However, rcon utilities such as Rusty (among many) only use the remote console and provide some extra basic functions over a vanilla server. rcon tools do not mark you as modded.
It is also possible to fake your tags and appear in the community or even official tab with a modded server, but doing that will get your server IP permanently blacklisted from the server list so don't bother.

So I would like to use some rcon tool like, Rusty, for the server to display messages in chat from time to time, is that possible?
rcon tools can do that, yes. I have no specific recommendations, and instead I suggest you look around at the various options. Some tools have threads on the Rust subforum, some don't and only host their own websites (or have threads/sections on other forums).

IMO these are not mods but RCON scripts.
