So I stumbled upon this thread on Reddit: http://www.reddit.com/r/playrust/comments/37zpte/suggestion_revert_radiation_to_the_legacy_system/
And I strongly agree with what this guy said. The current system is less fun than what was in Legacy. Here is everything he wrote about it:
"For those who don’t know, in legacy there was a radiation level. Once it reached 500, you began taking damage. This meant you could periodically consume rad pills and never actually take damage. In the most popular rad town, you could wander around the town for quite a while without ever actually taking damage, even without pills. This place of course was very popular for player conflict.
A problem in current rust is the lack of common player objectives. In legacy, it was very common to head to split rad, knowing full well there would be other players there who may or may not have gear. Since you could actually survive the radiation for quite a while, people would bring weapons into rad town to secure other gear that spawned there. This would result in a fun interaction between nakeds, fully geared players, and sparsely geared players (bows, pipe shotties).
Essentially, rad towns were a mid-game objective that could be accessed at almost any point. Good gear spawning there meant there was a reason to bring weapons to secure it, but at the same time it encouraged lesser geared players to try their luck. Air drops were then considered more endgame objectives due to their even higher loot value.
For example, in current rust, there is almost no use for the pipe or normal shotgun, because you almost never get within 20 feet of players. Having rad towns with legacy radiation would allow for player interaction to occur in tighter areas. There would be combat in an almost urban (smaller scale) area. This would allow for weapons like shotguns to be useful. Image how fun rad battles would be once all of the buildings open up.
For those who never played legacy, imagine an area that consistently had the same level of conflict as current air drops. If you want to go out and fight, you could. You didn’t have to aimlessly wander around for 45 minutes never seeing anyone else.
TBH, you could implement the building blocked system to prevent players from building in rad town, and only use low levels of radiation as a deterrent to players camping near loot indefinitely. Maybe even make radiation build very slowly initially, but ramp up over time.
TLDR: With the current rad system rad towns are pointless boring suicide run areas, instead of fun, highly interactive centers of player conflict like in legacy. Revert rad towns to the legacy system to allow them to be a center for player conflict and interesting fights."
