• Can I run Rust?

Yes, but not very well. BTW, there's a thread for this question.
No you will not. That's a mobile 9600, which is significantly less powerful than its desktop counterpart, which on its own can barely handle Rust.

That's strange. This game doesn't look good and I can run Arma 2 on low at about 25 fps

It would have to start swapping to system RAM, which is already pretty tight for the whole system with only 4GB. Just loading would be like pulling teeth. 15fps seems optimistic, to me. Granted, I haven't checked how much VRAM Rust uses, so it might be a lot less than I'm thinking, I'm just assuming it's more.

The two games are on completely different engines, and ArmA 2 is, for all intents and purposes, a finished game, while Rust is an unoptimized alpha. You [I]might[/I] squeeze 20fps out of Rust once it gets to the point that major effort is put into performance optimization, but that day's a while off so you'll get terrible performance until then. Machines with Core microarchitecture CPUs (that's Core 2 Duos and up) are getting too old to run new games, period. I know this for a fact because my CPU is a Pentium D 925, which is [I]the generation prior to [/I] the Core 2 Duo family, and it's been limping along, barely able to handle things, for about two years now. It's time to look at upgrades.
while your processor and RAM are decent/ok, as most games, unless TBS(Turn based Strategy) rely on your video card mostly now days, which is your problem. A simple upgrade to a 1gb video card that's around 100-200 dollars would probably cure any problems you're having/will have with rust. I got 4 gb RAM and a 2. something Duel Core, but I have 1GB 250 GTX nvidia card, it's old, but it still plays most games. My Computer gets warmer playing CIV 5 on the end turn phase then almost ANY shooter. :P, but still, I run Rust fine with almost the same setup as you, just a better vid card.
