I know there is some information in other threads, but I figured it might be a good idea to have this issue in one spot easy to find.

Please, report this problem to the Mono team
used the following options:
./RustDedicated -batchmode -logFile out.log +server.identity "linux" +server.hostname "Linux Test Server" +server.seed 6738
Is there any known fix or workaround for this problem? (So far as I'm aware, there is not as of yet.)
Last I read, garry mentioned this has to do with packet encryption and he was going to look into it. And he was thinking about perhaps giving us an option to disable encryption?
Thanks.
