Games freezes for about 3 seconds every 30-40 seconds or so.

Anyone else have this issue? Doesn't sound like a big deal but it can be a critical issue when you're in the middle of a fight. It's consistent no matter what graphics settings I choose. My FPS is completely fine. Any help is greatly appreciated.
