Problem with in game text chat

Since i bought the game this weekend, i have had a very weird problem, sometimes, when i press enter to send a message, the green box to write appears, but the line indicating you can write dosen't, and i must press esc to go out of the chat, and try again, normally, after 20-30 tries, i am able to type.

My question is: Is this happening to me only? and is there a way to fix this?
Also, i cant open the steam overlay, and i have activated it on steam (by right clicking, properties and checking the "enable steam overlay") but it still dosent open.

Edit: reinstalling has solved the chat problem, but not the steam overlay :/
