I've tried reinstalling and I've tried to turn off my antivirus (AVAST). I've verified cache but cannot get it to work!

All of the ones checked by default.

wait is it the updates you can select under Control Panel > System and Security > Windows Update??
pretty much. and if you have heaps of updates queued there, it's worth updating in the long term anyway for OS stability.
