Maybe they're replacing the system, testing something, or doing other things related to game development of which you're unaware. Because it's the [I]experimental[/I] server. Or do you really think Garry sat the crew of Facepunch down one day and said, "Hey you guys know that server that isn't actually intended to demonstrate the finished product but rather allow us to test different systems and ideas? Yeah, let's take out a key functionality for no reason than to piss the players off."
You aren't part of the development process. I don't know why they decided to remove swimming for the moment --maybe it was buggy or allowed for some kind of abuse -- but neither do you. Be patient. They're working on it. It doesn't make sense for the team to shoe-horn in systems on those servers solely for your enjoyment despite that they might be buggy or incompatible with their end-vision, because that's not the servers intended purpose. If you can't be satisfied with testing, go play legacy.
You know what, somehow I seriously doubt making swimming work exactly like it's supposed to IRL is a super high priority, especially when it's not a significant part of the game.
