They removed them from legacy for a reason, it just does not fit in.
However, you are right about the PvE element being a bit boring.
Zombies where placeholders for rad animals as far as I know.
EDIT: Let's hope for more than rad bears and wolves. Rad deers, pigs, horses, chickens, rabbits would be crazy.
I would prefer any of the following to zombies:
Elephants, lions, tigers, dinosaurs, robots, robot dinosaurs, robot dinosaurs riding elephants...

Bears and wolves aren't even a threat. They are really easy to kill and don't do enough damage to be truly dangerous.

Anybody play S.T.A.L.K.E.R. before? (If not, look this shit up right now. Single player but can be pretty brutal, huge mod community).
Some crazy creative mutants in there (Aside from the zombies). Burers, Controllers, Chimeras, Pseudo giants... Bloodsuckers still scare the everliving shit out of me, they always seem to find me when I've got nothing but few rounds of .45 left. Knife fighting one of these bastards is stressful.
Imagine something like that coming out and roaming at night (Creepy as all hell, turns completely invisible if it spots you except for the eyes).

The rust team could easily come up with some creative ideas for mutants, it would be nice to have something a little more fearful than a bear come after me.

The zombies were literally stock Unity Store assets. You can find the exact same models in other games, including on Android.
They were a thing to prototype and bugtest initial AI and the combat dynamic against an AI threat, and something for players to do and to team up against without having to start drama with other players (unless they wanted to).
The devs' mistake was dawdling on removing zombies before the Steam release, as they'd made the decision well in advance. Even though the original Steam store screenshots did not display zombies once, nor did the description mention zombies or any AI threat that could even be interpreted as zombies or zombie-like things, people had already been infected by the hype train (which started when a single Facepuncher shared screenshots with Reddit; up until then it was only known within the forum, and at one point had been in a hidden forum you needed to know the direct URL to; and you needed to know it was there at all) that said that Rust was a DayZ clone with Minecraft-like building.
It's been over a year, zombies are gone. Make or wait for someone to make a server mod (and then wait until there's a safe way to mod the client without a VAC ban to add custom models) and then run your own server, since anyone can download the dedicated server for free via SteamCMD.

STALKER had some great enemies. Even the "zombies" they had were a little different. Brain-fried humans that would just shoot you when they saw you.

I think it would distract from the current animals on Rust which need a lot of improvement anyways. Right now they look and move awkwardly, sometimes aren't a challenge to chase down or kill especially when they glitch out. Animals like bears seem small, wolves don't move in packs etc. I think there can be a lot variation in animals especially once they give improved AI. I would personally like them to be larger, more threatening (boars and bucks could gore you when you attack them for example), and probably take a partner or traps to handle. Remember, this is a world after civilization and nature has regained control so it makes sense to me that the beasts are bigger than ever. You don't really need zombies or mutated creatures in this case.
There is the caretakers. Hopefully we'll see them added in. Might pose an interesting challenge. I don't think I've ever seen an early access survival game with giant robots before.

If there is some sort of backstory/narrative framework for the world of Rust (like how+why the players came to be on the island), then the nature of any additional NPCs beyond the current animal should flow organically from that. On the other hand, maybe there is no backstory, and I'd be fine with that (Tetris didn't need a backstory).
the whole zombie thing is boring rust excels in uniqueness, so expect robot type shit that patrol the land, drones etc.

Absolutely no. Zombies are so overused at this point; that and they're painfully boring enemies compared to anything else that could be used. I have no idea why they're so popular.
I think zombies are cool, but they need to be mutated. And not so many of them. Maybe a few that roam the hills at night. Honestly I like the robot idea, but I like mutants too. I can't decide.
