It took me awhile to find this, but there is a way to report hackers.
While in game, hit shift+tab. Then click on recent players and find the player name. To the right you will see view profile. Click that.
Then hit the more button, and then report violation.
The only way we can deal with them is to start hitting them where it hurts, ie. steam ban, vs a simple vac ban.\
They need to lose their entire game collection for cheating on official servers.

We know but it might get them investigated so vac can continue finding cheats. In the end it can only help.

neither vac or cheatpunch cares if you think someone is cheating
they only care if they know someone is cheating

VAC doesn't allow player reports so I don't know from where are you getting this dumbfounded conclusion
