When I press 'v' to talk with people, they hear me very low. I don't know why happens, at teamspeak 3 it works fine & other games too.

Check your Steam voice communication transmit settings. If they're maxed out, boost your mic from windows output (recording) devices by +10 to +30 dB. Adjust TeamSpeak accordingly so you don't blow out your mates' eardrums.
